funny you should ask that. someone else just asked the same question - here 
is my

"they obviously have nothing to do with each other.

it is usual for a member to sneak a personal amendment into a bill which is 
popular (like credit card reform) and certain to pass.

the amendment generally has absolutely nothing to do with, and no connection 
with,  the bill's central purpose.

the neat thing, as far as the person initiating the amendment, is that their 
name is not attached to it - his/her name is secret; so it is difficult to 
know (and blame) who the sneaky sod was.

this typifies the clever and under-hand ways of politicians.

the supreme court declared that deletion of an amendment of this nature by 
the president (a line item veto) before he signs the bill and it becomes 
law - is 
UNCONSTITUTIONAL.........................................................

bill clinton tried it, but his detractors did not agree and took it all the 
way to the supreme court with the above result.

their decisions seems ridiculous and totally lacking in common sense. I did 
not research how they came to their decision!"
