Apropos this and other such discussions, I offer a tale, but not an explanation.

A King of Spain once asked his Fool for an opinion on his new plan to have all the Jews in Spain wear a distinctive cap.  "Great idea, Sire," said the Fool, "And order three extra."  "For who?" asked the King.  Said the Fool, "One for you, one for me, and one for the Grand Inquisitor."  After reflection, the King abandoned the plan.
