[BITList] back up generators fail

Colin,

"Failure of ...... " , no matter how often it's offered by the media, tells us nothing.  Were they supposed to start automatically on detection of a main power outage (dreadful word), and everyone sat around wringing hands when the lights stayed out?  Or were they hand start and nobody could find the starting handle(s)? Or did Hurricane Sandy terrify them into staying immobile?  Was there anyone in charge?  Etc.
