[BITList] call out the army

[David Harvey]

In Australia that would be against the Constitution and therefore an
illegal act. It can only be done  to provide extra security for
international events. CHOGM, Olympics, etc. and only to rpovide security,
not for crime fighting such as this. Only other times is for emergencies,
floods, bushfires etc, when the military swing into action to assist,
unarmed.
