of course they refused to “give way” – they were the salvage vessel and so are due big bucks before releasing the ship.......................in effect they have lien on the ship. 
its up to the owners to pay up - normal maritime practice.
hopefully Lloyd’s open form NCNP was agreed by the parties before they started the tow. the speed of the tow is immaterial.

In an article in the GUARDIAN it says that the French fishing vessel towing the ship refused to give way and release the tow after two faster Tugs arrived from Victoria. !!
