[BITList] 11 Public Universities with the Worst Graduation Rate

Graduation rate 4% - does this mean 4% of those who sat the final exams passed enough to graduate, or 4% of those who enrolled in 1st year graduated?  My money is on the latter.  I like the look of No 7, Kent State.
