Malcolm,

You are correct, but my point is that every bulkhead has to end somewhere up 
there, and the bulkheads on Titanic exercising the ignorant in the media 
will have been designed and fitted in accordance with the classification 
society rules in force at that time.  Ditto the number of lifeboats.  It's 
all bloody 20-20 hindsight.
