Like Colin, I am rather discumobulated by excessively long and quite idiotic titles like the one assumed (I refuse to believe it was given to him) by the chap whose talk you attended.  These people need a swift kick up the arse and a crash course in reality.

25 knots won't stop a determined pirate, but a big gun might, or convoys, or a cessation of travel through these areas.
