"Confessions of an economic hit man" is talking about this exact thing 
from a guy on the inside published back in 94, he published so he could 
stay alive basically, you can buy it in digital for 3.99 he gives facts 
figures and talks about the fact that he is not the only one hired and 
trained in global sabotage using  bribery, blackmail, false reports, or 
documents etc. He also talks about the world bank deliberately 
bankrupting countries to get their UN votes and resources for free, in 
both African nations and South American nations, and anywhere else there 
is stuff the big multinationals want.
  He then  talks about the jackals that come in after him when he cant 
get the job done, these are the guys that arrange the hits on political 
leaders or arrange wars........

He is saying its not the US gov. behind this but multinationals who 
control government's,  go along with them and your presidency is fine, 
don't and it comes to an end....he also asked people to look at how they 
help continue this abusive system by the way they consume goods and keep 
things gong for the multinationals, if people the world over changed the 
way they spend money it could break this system...however you have to 
get everyone changing their spending habits which is a  big ask when the 
world seems intent on buying buying buying
