Shorn of the extraneous comment, the article would consist of the following 
:  the BOP was repaired/modified (it doesn't make it clear) in China. 
Leaving that aside, a fault elsewhere than in a BOP could render a BOP 
useless - it's one unit in a system, not a stand alone unit.
