In the USA, all the decisions are made by the very rich.  Entree to the 
legislature is only possible through the exercise of large sums. With few 
exceptions, these very rich are either (a) contemptuous of the poor, having 
themselves come from there by fair means or foul, feeling sure that other 
people's poverty is caused by indolence and socialism, or (b) living in an 
inherited bubble of extreme wealth and poor geography that has addled what 
passes for their brains.  The very rich have power, and that is all they 
crave.  If all of them were placed on another planet with no means of 
communication with civilisations, they'd kill themselves off in a generation 
in a search for power over each other - and good riddance.
