It appears that some local authorities stated they would spend money helping disabled people “…as long as it wasn’t an illegal activity…”

 

The Labour government did provide grants to councils to help disabled people get back into society.  I am not too sure that they should be blamed for the actions of local government councils.  If you think this is bad, just wait when the system is de-centralised under the ConDem Coalition government and more decisions are made at the local government council level and the dissolution of the Audit Commission, which at least used to check on expenditure.
