Other technology - ships, engines, planes, cars, trains, TV, radio - developed organically over a long period, with the ideas from hundreds of applications feeding back in.  This isn't happening with wave power, etc.  It's like trying to start a town complete with facilities - mostly it fails, since towns grow under different rules.  It all has to get out of the experimental gimmick stage, and it will only do that if it spreads and gets much more investment in cash and manpower.
