As can be seen from the roundels, it is an RAF aircraft (This aircraft  
is part of The Queens Flight"). Besides the roundel there is its RAF  
serial number - ZW 700.

Re the 'upside down' Union Flag'

Surely if the flag is flying from the Jack Staff/Stop the broad band  
always flutters at the top nearest the Staff/Stop, so isn't it  
dependent upon which way the wind is blowing and from where the Jack  
is positioned

In other words on the photo of the tail of the current aircraft, the  
Jack Staff would be on the right of the flag and the wind direction  
would be from right to left unless the aircraft was capable of flying  
backwards, I don't think the BAe 146's have that capability yet

So, it all appears to kosher!

Nothing wrong with anything.
