David,

My brother-in-law was/is fairly senior in the group/firm/what have you who were responsible for security at the Albert Hall Pageants.  He says the numbers of representatives are determined by the Royal British Legion.  The event is primarily for the armed forces and reserves, from this I surmise the others are, as it were, extra.
