At this rate, the next bill should be only £7,500,000. What were the MOD doing while she was building? I wonder.

I don't understand "bolt heads fixed with glue". Were they broken?Fixed to what? A glue is often specified, and used, to add security to some bolts on marine engines - a special type of Loctite.
