Mike,

You mentioned houses in Aarhus heated by cooling water from a power station.  When we lived in Odense, Denmark, 1965-67, all of the houses in the area were so heated with the same type of radiators. Every radiator had a little standard gauge attached containing a red fluid. This fluid evaporated through a fixed orifice. The readings from all of the gauges were added up, and a cost per unit calculated, based on the bill from the power station.
