I note two points that give me pause.

Nowadays, shipowners' needs are basically £sd and bugger all else.  Speeding up a survey to save cash, with or without a Red Ensign flying, is not conducive to good maintenance or ship operation.  In the average year, how many BI vessels sank, caught fire, went aground, while suffering a "technical fault"?
