Who defines "foreigner"?

Once, in mediaeval Spain, it was proposed all Jews should wear a yellow star on their clothing.  The King asked his wise fool what he thought of the proposal. "Great idea, your Majesty." said the fool. "Order three extra - one for you, one for me, and one for the Grand Inquisitor." On reflection, the idea was dropped.
