In Malta that would be two people having a light discussion about a matter that was nobody else's business.  I've seen it done in Valletta from one window to another, at least once involving two ladies at different windows and a man from a  window 50 yards further up the street.  Police? What's it to do with them?  Find a bar and have a lager.
