John,

At what time, and in what circumstances, was HM Govt granted the right to forbid a citizen (not a subject) of the UK from accepting a medal?  So, some 90 year old Arctic Convoy survivor goes to Russia and picks up his medal.  What then?  Dawn raid on his house by three squad cars full of armed police? Questions in the house?  Public stripping him of his other medals? I think not, so why don't they tell HM Govt to stuff it?
