If it ever gets built, it might be full size, but it sure as hell won't be a replica or anything remotely near it.  In this town we have a genuine full size working 100% replica of the PS Comet, though her boiler might need a few teaks were she ever to set foot on the Clyde again.

What they intend to build is a vessel that will look something like the SS Titanic.
