Colin,

How many RN warships do you think are in the W. Indies ?  We haven't got much of a Navy nowadays.  Re Anti Drug work, all the RFA fleet carry helicopters.  I have seen programmes on the Beeb showing where they work in cooperation with the USCG whilst in the Caribbean.
