certainly standard practice in Greece for anyone who had a few spare draks [now euros].
many [nay, all] in the shipping community had passports [UK, US, French, German, etc.] other than Greek passports.
they were US [say] citizens in Greece and Greek citizens in the US and lived tax free.
many married non Greeks – especially if they went to Newcastle university which was favourite with them.
a number with US passports either went on to master’s degrees at US universities or went to Canada – all to avoid the Vietnam call up.

Interesting reading !  At no time have I heard that everyone in Greece is paying Tax, mind I suppose it's the same in the UK !
