Could someone explain to me exactly how HM Govt/MI5/MI6/ the Police, etc, 
would physically prevent Mr X, elderly veteran of the Arctic convoys, from 
accepting one of these medals?  It would make an interesting incident and no 
mistake. They should turn up en masse for them, and to $%&£ with HM Govt and 
all the sleazy bastards who sail in it.
