It seems to have originated in 1999 in the US - so it would be from a right-wing/pro Republican group [as usual] seeking to discredit the Clinton/Democratic Administration. 

Funny that all the various legislatures have the same number of miscreants & the 635 ? The UK has 650 MPs.
