Yet over the years, a small group of cranky right-wingers and xenophobic activists have managed to bully Senate leaders into inaction. They claim that the treaty somehow infringes national sovereignty by agreeing to negotiated rules on shipping, environmental protection and mining — in international waters. 

Regrettably the USA has more than its fair share of right wing, xenophobic crazies – from flat earth followers, man did not land on the moon [it was filmed in Arizona] followers, the US government blew up the WTC on 9/11 followers to - right to bear arms even in the shower followers.........................!
I put it down to inferiority complex – remember that appellation ? [seems to have fallen out of favour] – but these folks really are inferior.
you will get some idea of the craziness if you go to YouTube and find their gods, limbaugh, beck, hannity – on second thoughts, don’t bother.
