Phobias are irrational fears - I can't see where the hatred bit comes in.  People who dislike anyone of nationality A, simply because they are of nationality A, are just plain confused and probably rather dim.  I don't think Paxman hates the Scots, or even dislikes them - he's got a bee in his bunnet about something, that's all.  Phobias are medical conditions.
