Ah, but nobody is talking about selling water and touting it as a specific for dehydration, which is, by definition, a shortage of water. The issue is whether daft claims can continue to be made by advertisers about the benefits of using their products.  Water seems to have been seized on by a gaggle of Eurosceptics.  I look forward to the question of illegal immigrants being introduced.
