That joke was old when I wor a lad, when we told jokes by candlelight under the floorboards of the burned houses.  At that time, it didn't contain a reference to the kilt, and the man, while drunk, as traditiion would have it, was of no specific nationality. I know for a fact that many men wear nothing under their underpants - I throw this in chust for the general interest.
