I have researched this problem before and again now. I can’t find any definitive fix or answer.
there are ways round the problem but they require a couple more steps – and sometimes I ‘m lazy!

Forwarding pictures embedded in the text-entry area of Windows Live Mail continues to be a problem, with MS Tech Support looking for an answer. It appears to have to do with what mail program either originated the message or forwarded it once already. If the mail program uses the same HTML coding that MS uses for Outlook, WLM, etc., it works. But some programs or webmail-based utilities (like gmail) corrput the code so all you get is a placeholder with the red X, sometimes with the photos sent as attachments. Check the size of the incoming or outgoing message, that will tell if the pictures are really there or not.

forwarding pix via my macmini or ipad does not appear to have this problem, however I don’t often use “mail” for emailing because I find some aspects of it a pain.
