John,

That's just amateur golf - nothing stops it. On a lesser scale, three of us were playing Port Glasgow on a very wet and windy day.  This course is away up in the moors above the Clyde, not a tree in sight, no shelter.  We had one golf umbrella with us, so the two not addressing a ball would hunker down under it, bracing it against the wind and rain, keeping one eye on the player lest the bastard cheated. I think we were playing for 6d a hole, hence the fervour.

A notice on the wall of the toilet at Whinhill Golf Club in Greenock read : "Please do not drop cigarette ends in the shunk (drain) - it renders them difficult to ignite."
