I wrote a response to this. It would not send. The reason?  "Due to possible
abuse, they say, whatever that means.


Here is the text.

I believe there was, and is, no limit to how low. The question is - what is
going to be done about it? As far as I can see, they reckon throwing a few
hundred grand to those aggrieved is all they need do.
