      People have been getting out of town for 50 years -- the city in 1960 had twice the population of today -- and a further 30,000 decamped between 2000 and Katrina, presumably because it seemed that the economy hereabouts would always be sluggish, the public schools would always be a disaster and the politicians would never stop stealing. 
      The ambitious and the talented are always the most likely to desert a washed-up burg, while the underclass can find no way out. 
      Thus, the brain drain seemed likely to continue until we had none left.
