the prime cause  of murders/shootings in new orleans is drugs and in particular buyers not paying up, as well as drug turf wars. additionally, folks [particularly blacks but not limited to] under the influence, seem to be unable to argue without becoming overly emotional [and dissed {insulted}] and so resort to extreme violence.

because of the way the chief of police is selected, any likely buddy of a current mayor can become chief of police – it is a political appointment. time after time, an utterly incompetent CoP was appointed by which ever mayor was in office at the time. so inefficiency, corruption, side jobs, favours and the like was the norm in the police department. it is likely cops were paid off by drug gangs to go easy on them. few gangland type murders went to trial [or were successfully prosecuted] because of sloppy police work, witnesses who were afraid to come forward to give evidence at a trial and a pretty useless district attorney. FYI – the district attorney is elected by peoples vote; it was discovered not long ago when we had a particularly useless DA [jay darden], that it was impossible to remove him from office before his elected term was up without 2/3 rds majority of voters demanding a recall....................!
consequently, the climate is ideal for crime.

not to put too fine a point on it, but black mayors have been the down fall of new orleans. the mayor can appoint his buddies to many, many positions in local government, but the positions require competence – this was generally lacking, and we see the results across the board.  you only have to look at the mess the last black mayor [ray nagin of a ‘chocolate city’ and Katrina fame] left the place in – and they waltz off, with no responsibility for the mess, having lined their own pockets and those of their buddies.

it has been left to the federal prosecutors to prosecute police wrong-doers  [danziger bridge] here and local government crooks. even the long time senator for new orleans [‘dollar bill’ jefferson] and his family and relatives have been indicted for corruption, etc. his brother has just died in federal prison, his girl friend is heading for federal prison and ‘dollar bill’ himself was found guilty and sentenced to 9 years – but remains out on appeal.

there is a white mayor now and a white CoP; the US department of justice is here monitoring and advising the police, hopefully crime will be reduced and the police force cleaned up. 

however, as we see with American politics, instead of all folks working for a common good – everybody wants to be john wayne..........................!!

Colin,

What's causing all the shooting in New Orleans? It can't be the guns, since these are sanctioned and made holy by the US Constitution (or is that the USS Constitution?).  My wife and I reckon it must be eddies of bad air from hurricane Katrina still lurking around in back alleys - or maybe it's the jazz.
