Mike,

I hae ma doots that the 1689 Bill Of Rights has any relevance at all in the
matter.  In 1689, English and Scots law were completely different, and still
are. The Bill mentions only England, France and Ireland, and the present
Parliament is neither English, French, nor Irish. The equivalent of the Bill
of Rights in Scotland is the 1689 Claim of Rights.  I see no way either Bill
gives MPs the right to steal money.  The main thrust of both is to limit the 
powers of kings and queens.
