An interim reply (I'm in a hurry to go out),

The highlighted bit is the nub of the matter - the rest is bullshit.  It has eff all to do with the US, the UK, or Uncle Tom Cobley.  Time they got used to the notion of Scottish sovereignty in some matters. And .... not all relatives of those who died around Lockerbie (some on the ground) are convinced of his guilt.
