Robbo,

It certainly looks something like that, underneath the waves of jargon in the text.  It certainly wasn't written by an engineer, certainly not by one who ever got dirt under a finger nail.  There was a TV programme last night dealing with that very subject, based on their attempts to get various official bodies to translate their handouts into language people in the real world could understand.  On principle, I refuse to read past the word "paradigm" in anything that is not a dictionary.
