Why do people nowadays ask for permission to do things, often from those who have no real rights in the matter, only opinions?  Exactly what defines "flying"?

In 1976, two friends and I stayed overnight on the uninhabited island of Scarba, intending to see the Corrievreckan whirlpool (or overfall).  As luck would have it, conditions were not suitable for an impressive display, but we saw it just the same.  While waiting for the tide to be suitable (to reach the boat on the shingle) for the boatman to take us over from Seil to Scarba, he mentioned that people often turn up complaining that they have failed to get "permission" from the "owners" to land on Scarba. He said, "I tell them not to waste time asking permission to do something they're free to do anyway. If you ask, you won't get it.  So don't ask - you don't need it."
