The total area of the bits is 33 squ units, regardless of how they are distributed.  In both cases they occupy 33 squ units. They don't occupy the little square at the bottom, so it doesn't come into it.  The little square catches the eys because the top distribution resembles the bottom. There are an infinite number of ways the bits can be stacked, each one giving a different shape, but the bits still one occupy precisely 33 squ units.  Incidentally, the perimeter of the top one is 31.93 units - the bottom is 33.93.  No new concept in geometry is involved.
