A lot of things are not mentioned.  One that is mentioned is wrongly "translated".  A "writer"may well have been employed as a senior civil servant, but to leave it at that is not much removed from saying Michaelangelo was an employee of a Pope.  Wikepedia has a good article explaining all, but a "writer" - full name, "Writer to the Signet" - is a form of Scottish lawyer.  In India they would have had little or nothing to do with English law.
