[BITList] Amendmenta to Legistlation

My two cents worth .
Aments ments are a way of life in parliaments in the western world and 
I  imagine also in other countries .
Amendments are tacked on so if you want the main item passed you will 
vote for the tag alomgs or your pet thing will not pass .
Hardest thing is to get the necesary time to vote out the unwanted .
Which in my opinion is the reason so many contradictory laws are on the 
books .

I have seen many good things  and  much rubbish tacked on to the main item .
