(a) What, then, did it indicate? Innocence? Adherence to the rules?

did nothing wrong, why pay anything back? If they did wrong, why no
punishment?
(b) This is waffle. The subject at issue is NOT who said what to who

claims and how often. It is not some stupid playground game. The only
point is that a large number of people arrogated to themselves the
right to
spend large amounts of cash that was not theirs to spend.
