Apart from the meanings having to do with hindrance, in this airt a trammel (or a perr o' trammels) was an instrument for drawing big circles in drawing offices and lofts -we didn't draw anything as complex as an ellipse.  A length of hardwood with a point clamped to one end at right angles, and a moveable similar holding a pencil or a metal point at the other.
