Colin,
Any law that can be "stretched" at all must be to do with something trivial, like being drunk and refusing to fight. Laws that matter are supposed to be proof against loopholes. Stretching can only mean finding loopholes and precedents. The classification society rules we build ships should be a model for laws. There are no loopholes or precedents, but if incompetence somewhere causes a rethink, the rules are soon modified to stop any further idiocy.
