I believe them as well.  To misquote Inspector Clouseau - I believe 
everything, I believe nothing.  On the face of it, one might think the 
answer to the question would be revealed if we knew the innermost thoughts 
of the committee who agreed it and caused it to be written into the rule 
book, except that it is not in the R&A rule book - not in my copy, anyway. 
So it just is, and that's it.
