Derek,

It's not only the Germans or the Japanese. I sometimes witness violent physical conforntations here in Port Glasgow, usually when youths or twenty-somethings fail to note other people standing. The situation is not helped by the fact that people of all ages, while mentally adhering to the queue culture, often don't form a queue but stand around any old way while hoping to remember who was there before them, as in a barber's shop.  If the bus is driven by a driver who thinks he should only stop if someone is actually lying down on the road with an arm outstretched, there is a danger of all being left standing while they go through the "after you" routine as they amble slowly towards the edge of the pavement.
