John,
The man is being deliberately naive. His ASBO specifically forbids the type of thing he did - it might be daft, but he is the author of his own misfortune. My family and others suffered a similar campaign of sniffing, glaring, gesturing, contemptuous laughter, etc, from a clown across the way. One or two dealt with it by thumping him - I had him charged. He appeared with a neck brace and a stick and didn't glare at anybody - meek and mild. He was admonished (to be of good behaviour in future). The magistrate was terminally dim - he was never sure who was on trial and for what. On the way out his solicitor approached me in high good humour - "No more trouble, eh?" From me, he meant. There being no witnesses, I told him to eff off out of my sight pronto or he'd see trouble, and he did.
Hugh.
