Frozen Pensions

I have worked out two new ways for the UK government to save money to  
spend on MP expenses.

1. Export as many pensioners as possible to frozen countries, thus not  
only saving on the pension bill but also saving on NHS costs.

2. Declare Australia to still be a penal colony, because under the  
pension rules state pensions are not payable while you are in prison.  
So instead of being exported, pensioners would be transported.
