Hugh,

The same system for building ships for the navy exist here in Australia. 
This is the way the politicians distribute their largesse, or vote rigging, 
because the haven't got the guts to give the job to one yard. Even 
submarines are made here and there and hopefully fit together, Lego comes to 
mind, and imagine the distance components have to be transported in 
Australia.

In the meantime we have a yard quite capable of building new ships here in 
the West, but not a ship order on the horizon from the RAN, although they 
are building eight vessels (Littoral Combat Ships) for the US Navy with 
possibly a lot more. Admittedly they had to set up a US subsidiary and build 
in the States, but the head office design work and brains are here in Perth.
